The best strategy is to make his age a non-issue. Most people will see only that he is much younger than most school board members, and they will judge him as incompetent.
He must overcome this pre-conception to win. Tell him to use his age to his advantage by promoting that he is ';more in tune with the younger generation'; because of his age and he will therefore be able to do the best job.
