What's the difference between ';suspending'; a political campaign as opposed to dropping out?

Mitt Romney announced that he would ';suspend'; his presidential campaign. Does this mean he could be back campaigning in the near future or is it just a euphemism for dropping out of the race? What's the difference between ';suspending'; a political campaign as opposed to dropping out?
Suspending it means you keep your delegates. What's the difference between ';suspending'; a political campaign as opposed to dropping out?
It means he keeps his convention delegates, rather than free them up to vote for someone else.

In theory, he could come back later, but no one who suspended their campaign as one of the two major parties has ever come back afterwards.
both the above are close to being correct.

If they suspend their campaign they can continue to draw special interest and campaign money for future consideration should they decide to try to run again.
